Who We Are  

Fall Creek Engineering (FCE) is a small and well-established environmental engineering consulting firm offering professional services throughout Central California. FCE applies state-of-the-art engineering techniques and scientific methods to understand and address complex environmental problems related to water quality, water supply, public health, and the natural environment. FCE was established in 1994 in Santa Cruz, California.

FCE has and continues to successfully work with local, state, and federal agencies staff throughout Central and Northern California in the planning, design, and permitting of water, wastewater, stream, and wetland restoration projects.

FCE is committed to completing all projects on time and within budget. FCE maintains consistent and effective communication with all parties involved in a project; including the client, agency staff, and public interest groups. FCE is an accessible and resourceful consulting firm, and as a result is able to quickly and proficiently respond to project requirements and changes.

Peter Haase, P.E. - Principal Engineer
Peter Haase, P.E., a Principal Engineer with FCE, is a Registered Professional Civil Engineer in the State of California with 23 years of professional experience in the field of civil, environmental, and water resources engineering. Mr. Haase has completed a broad range of engineering design and planning studies throughout California, Hawaii, Fiji, and Honduras. Mr. Haase has directed the design and construction of various water and wastewater treatment plants, water recycling projects, stream and wetland restoration projects, and water quality studies. Mr. Haase participates on technical advisory committees pertaining to decentralized wastewater treatment and reuse.

Richard Armstrong, PhD, P.E. - Principal Scientist/Engineer
Richard Armstrong, PhD, a Principal Engineer and Scientist with FCE, and is a Registered Professional Civil Engineer specializing in water and soil quality investigation and remediation, groundwater hydrology, hazardous site restoration, and environmental regulatory compliance. Dr. Armstrong has over 30 years of professional experience in the areas of water quality assessment, site remediation, mining, and environmental oversight. Dr. Armstrong has worked on projects throughout California and abroad, in Zambia.

Robyn Cooper, M.S., P.E. - Senior Associate Engineer
Ms. Cooper is a Civil and Environmental engineer with a focus in water resource and water quality engineering. Ms. Cooper has a broad range of design experience including hydraulic and hydrologic modeling, data collection, site surveying, and water quality sampling and monitoring. Ms. Cooper has focused on projects involving stream and wetland restoration, stormwater management, groundwater analysis, erosion control, domestic water and wastewater treatment. Ms. Cooper utilizes computer applications including AutoCad, Civil3D, HEC-RAS, HEC-HMS, Hydraflow, SMADA, and Haestad methods software. Ms Cooper has designed stream crossing and restoration plans, stormwater collection and drainage systems, and on-site domestic water and wastewater treatment systems for public and private facilities throughout Northern California.

Adrienne Carter, E.I.T. - Associate Engineer
Adrienne Carter is a civil and environmental engineer with a focus in wastewater and water quality engineering. Ms. Carter has experience in engineering design, constructed wetland design and operation, wastewater treatment, hydraulic modeling using HEC-HMS, data collection, and water quality sampling and monitoring. Ms. Carter’s current work involves onsite wastewater treatment including dairy and industrial wastewater systems.

Kelli Horner, M.S., E.I.T. - Associate Engineer
Kelli Horner has over two years of experience in a wide variety of civil and environmental engineering projects, including the design and enhancement of site master planning (stormwater management, drainage, erosion and sediment control, utilities, roads, bridges, habitable structures, etc.), domestic/fire water distribution and wastewater treatment systems, water quality analysis and monitoring, and groundwater and soil remediation design and construction. Ms. Horner's responsibilities include managing daily activities of multiple project sites at various stages; acting as an interface between regulators and the client, directing subsurface investigations, and designing using Civil 3D-AutoCad and Haestad Method software. Ms. Horner has also provided civil engineering services for a non-profit group in Guatemala (small scale civil and energy efficient engineering projects) and the City of Tlacolula, Mexico (ecological wastewater treatment enhancement).

Paul Myer, M.S. - Associate Engineer
Paul Myer is a civil and environmental engineer with a background in biology. Mr. Myer has experience in a broad range of civil fields including land development, stormwater management, erosion control, and water and wastewater treatment processes and design. Mr. Myer utilizes AutoCad, Civil 3D, and various Haestad Methods software to render and develop his designs.

Alex Yasbek, E.I.T. - Associate Engineer
Alex Yasbek is a mechanical engineer specializing in wastewater and water quality engineering. Mr. Yasbek has experience in SCADA control systems, engineering design, AutoCAD drafting, site surveying, constructed wetland design and operation, wastewater treatment, water treatment and water efficient landscaping. Mr. Yasbek's current work includes domestic water treatment systems and onsite wastewater treatment involving winery and resort wastewater systems.

Lisa Noble- Office Administrator
Lisa Noble is the Office Administrator who oversees all financial accounting, facilities maintenance, and administrative project management. She has ten years experience working with government and regulatory agencies such as resource conservation districts, regional water quality control boards, and the Department of Corrections. She has eight years experience in bookkeeping and financial management. She is also an accomplished artist who brings creativity and resourcefulness to FCE.
